Australischer Politikwissenschaftler, auf dem Gebiet der Internationalen Beziehungen; gehört zur zweiten Generation der „Englischen Schule“ und gilt als einer der Begründer, lehrte in Sidney, Oxford und an der London School of Economics and Political Science (LSE). Vertreter der antipositivistischen Haltung in der Zweiten Debatte. Geht in seinem Hauptwerk „The Anarchical Society“ davon aus, dass sich Staaten auf internationaler Ebene aufgrund gemeinsamer Interessen auf Institutionen einigen und somit eine Gemeinschaft bilden; stark beeinflusst von Martin Wight und John Anderson.
