Hugo Grotius (Huigh de Groot)

Niederländischer Politiker und Jurist Naturrechtstheoretiker, Gründervater des Völkerrechts, des Souveränitätsgedankens und der institutionalistischen Theorie der IB, Vertreter der Lehre vom gerechten Krieg.

Grotius war juristischer Berater und Lobbyist der Vereinigten Ostindischen Kompanie (VOC), Berater bei den niederländisch - spanischen Verhandlungen, die zum Waffenstillstand 1609-1621 geführt haben und bei den niederländisch - englischen Kolonialkonferenzen 1613-1615.

Er löste mit seinem Gutachten "De Jure Praedae" (Über das Prisenrecht) von 1604 bzw. dem darin enthaltenen Kapitel "De Mare Liberum" (Über die Freiheit der Meere), veröffentlicht 1609, die erste große Debatte in der Lehre von den Internationalen Beziehungen aus. Gegenüber standen sich der Anspruch der spanischen Universalmonarchie, die sich auch auf die Kontrolle der Weltmeere erstreckte, das naturrechtlich begründete Prinzip von der Freiheit der Meere und der protektionistisch begründete Anspruch der Nachzügler auf die exklusive Nutzung der küstennahen Gewässer (Festlandssockel).
